On February 1, 2010, is issued the regulation on the structure and functioning of ANVUR. The Institution of the National Agency for the Evaluation of the University System and Research is responsible for assessing the quality of processes, results and products of the activities of management, training, research, technology transfer from universities and research institutions. In addition, it defines criteria and methodologies for the assessment, based on objective criteria and certifiable for such structures. In essence it evaluates the results of the agreements and their contribution to the improvement of the overall quality of the university system and research.
In the law 240/2010 Rules on organization of universities, academic staff and recruitment, as well as enabling Government to enhance the quality and efficiency of the university system , often refers to the ANVUR and to the need to introduce a system of evaluation of the results achieved in the context of the teaching and research of individual universities and their internal articulations. This assessment establishes a system rewards that affects the distribution of public resources, both in terms of shots salary (which go from biennial to triennial) for individual teachers as well as to the efficiency of the individual universities.
Among the most important steps that ANVUR has done there is the start of the so-called: Quality Assessment of Research (VQR) 2004-2010.. With this procedure ANVUR takes charge of the establishment of an Expert Group on Assessment (GEV), composed of scholars, including foreigners, with years of experience and scientific quality, and it appoint their chairmen.
The subjects assessed are the researchers (permanent and temporary), the assistants, the lecturers and the professors of universities, directors of research and technological research institutions.
Regarding the evaluation parameters, it seems that there’s an imbalance between those weighted areas 1-9 (of a scientific nature) and those made for the areas to be 10-14 (humanities, law and economics).
For the CUN areas from 1 to 9 the evaluation parameters are (in synthesis):
- The number of articles in journals and monographs on ISI, Scopus, or other similar databases internationally recognized and validated by ANVUR in the last 10 years;
- The total number of citations;
- The index h (possibly supplemented or replaced in the future with new parameters that are being developed, such as the index h-IF).
Regarding to the areas from 10 to 14 the only parameter put in place is the number of publications (excluding conference proceedings) in the last 10 years, weighted to take account of the different approaches to the production of monographs and articles and of the spread differences between works published abroad or in Italy.
ANVUR admits to be deemed aware of the limitations represented by the sole parameter for areas from 10 to 14 and therefore it is trying to propose new parameters for the next round of qualifications.
The response of Nuova Cultura
Nuova Cultura, as university editor, puts extreme attention to all the changes and developments in the evaluation system proposed by ANVUR. Waiting the put in place of the new orders, our publishing house aims to provide publishing products that meet the full points in the evaluation criteria proposed by the institutions “involved in the work”. To this end, it seems inevitable to put a special focus to the areas from 10 to 14, going to work on the articles and monographs, focusing not so much on the individual document as such, but on the context and the manner of publication.
For the Journal Articles will be essential the assignment of ISSN code and, as a criterion of scientificity, to apply a procedure commonly known as Peer Review, namely the peer review of articles submitted for publication, which makes the acceptance to the favorable opinion of at least two experts, possibly anonymous.
For Monographs and Miscellaneous, it will be crucial the assignment of an ISBN code and, as a criterion of science, it will be necessary to establish an accreditation process, organized by publishing house and, where necessary, to series.
Therefore Nuova Cultura qualifies itself as a science editor because it is endowed, in any case of a Scientific Committee and of the mechanisms of acceptance/rejection based on auditors, always providing guarantees of impartiality.
